Can you explain why a high school diploma from Penn Foster High School would not be accepted?

I saw your answer that a diploma from Penn Foster would not be accepted. Penn Foster is national and regionally accredited. UCLA accepts a Penn Foster high school diploma. Why wouldn't Arkansas State? Is there something I am missing? Can you please look in to this issue further and advise?

If Penn Foster is not accredited by the state of Arkansas [lacks accreditation by an agency or association that is recognized as an accrediting body for institutions of higher education by the Secretary (pursuant to Part H, Subpart 2 of Title IV) or a federal agency, or state government], it does not meet our policy.

However, having attended Penn Foster would not prevent an individual from being accepted and enrolling at ASUN. However that acceptance would be conditional and a Conditinal Admisson form [found on the Admissons page of the portal] would need to be submitted to the Admissions office.
